I believe this building was designed by architect Albert F. Huntt. (1869-1920) It is the last building he designed before he died in 1920. Bascom Rowlett was his associate and is listed on many of the elevations and plans from Huntt's office. This building shows a quirky use of an Ionic pilaster, something for which Huntt was known.
