Charles Emlen Bell was architect for the Benton County Courthouse at Vinton, IA. Younger brother of Mifflin E. Bell, one-time Supervising Architect of the Treasury, C. E. Bell attained a reputation for the design of public buildings, especially county courthouses. In one source, he claimed to have designed "twenty-five courthouses in almost as many states." Larger public projects include the state capitols at both Helena, Montana, and Pierre, South Dakota.
