Commentary

"The McKim, Mead & White winning entry presented a monumentally classical building with a solidity, appropriate centrality and articulation, though not extreme, of the different internal spaces. The commission cited the 'artistic effect and practical arrangement... The building is monumental in character and of a classic type, as most closely associated with the best civic examples.' Clearly the favorite entry, the design was...described as 'a splendid example of composition, according to the purest ideas of Renaissance.' "
