Commentary
"With its unusually wide grid of supports and the strong horizontal emphasis of its protruding joists, this civic centre shows itself an intelligent transformation of the Miesian original. In the functionally meaningful successive reduction of its support cross-sections, it follows the solution adopted by Ludwig Mies van der Rohe for the Promontory Apartments in Chicago. The material is untreated Corten steel, which forms a rust patina as a protective layer."

"A 648-foot-high tower set on a 2 1/2 acre plaza, it was designed to house offices and courtrooms. Faced with oxidizing steel and glass, it has no major interior columns, just twelve huge cruciform exterior columns with 87-foot steel trusses running lengthwise and 48-foot spans running crosswise."
