This well-intentioned but fatally flawed plan for high-density development in Eugene, Oregon would attempt to establish a walkable urban village out on the very western edge of the urban growth boundary, in the midst of a wetlands restoration area, and away from effective transit service.
Public interest activists and family farmers alike testified against the node plan at the time of adoption, but it was originally approved by a coalition of pro-development and pro-density city councilors. For several years since the plan approval, supporters of integrated planning in Eugene have been working to expose the flawed logic behind the Royal Node Plan. In 2007, wider public attention has been focused on the Royal Node Plan as the City of Eugene seeks approval for the first major piece of new infrastructure development to support the potential node. Permits for the 1.5 sewer mile trench and sewer pipe through wetlands are required from the Oregon Department of State Lands (granted without public notice or comment), the Oregon Department of Environmental Quality (public hearing April 5, 2007), and the U.S. Army Corps of Engineers.
