San Diego, CA (May 28, 2009) – San Diego’s newest architecture, interior design and planning firm, SAVR, recently opened as the only local architecture practice firm registered as a Service-Disabled Veteran-Owned Small Business (SDVOSBs). As a specialized architecture practice firm, SAVR fits a very specific niche for specialized government-based contracts, private site development and building design and construction projects.

As a local SDVOSB, SAVR broadens its government-based work with military contracts, naval facility projects and capital improvement contracts, while nurturing their current clients in the campus, corporate and urban arenas. The U.S. General Services Administration (GSA) launched this particular government initiative in an effort to provide more opportunities in federal contracting for Service-Disabled Veteran-Owned Small Businesses – to expand business opportunities in an important endeavor to honor the men and women who have served in the Armed Forces. As part of the initiative, GSA established policies and criteria regarding architecture and engineering design practice and building technology, building systems, products, and materials.

Another of the preference programs of the Federal Government is the expressed goal of doing more business with Service-Disabled Veteran-Owned businesses. The government feels a social obligation to assist those who have sacrificed so much in the military service of their country who are now attempting to be productive, contributing members of society. If, in spending its procurement dollars, the government can make those individuals more self sufficient, then less dollars need to be spent on their long-term care and treatment. Thus, Congress passed a law in 1998 to promote the use of Service-Disabled Veteran-Owned companies (SDV’s) in Federal Procurement. (PL 106-50). Among its provisions was the establishment of a federally chartered corporation called the National Veterans Business Development Corporation. Its purpose is to create a network of information and assistance centers to improve assistance for veterans who wish to start-up or expand small businesses. The Act also includes an annual goal of 3% of all Federal contract dollars for these small business owners. This goal is seen as an incentive to Federal agencies to undertake a major effort to make their procurement activities more accessible to veterans who made major sacrifices in support of the Nation.
The Act also mandates that the Office of Federal Procurement Policy (OFPP) collect data to be reported annually to Congress on the number and dollar value of contracts and subcontracts awarded by Federal agencies to veteran-owned small businesses and service disabled veteran-owned small businesses. This new requirement is critical to measuring the success of Federal agencies in meeting this 3% goal.
